According to the folks at Nebraska Game and Parks, it's a funding issue. The state legislature needs to approve funding for ongoing maintenance of any newly-added sections, before those sections can be built.

So it may be a while before any further expansions happen - don't expect to see anything until the economy improves and the state's budget is flush with cash again.
